The very first portrait acquired by the NPG was the ‘Chandos Portrait’……supposedly, and in my view highly likely to be of William Shakespeare.

Given Germans’ feelings about ‘Unser Shakespeare’, perhaps a GPG’s first acquisition should also be of the Bard.

It is a good idea. And Christopher Clark is a good choice to head it up, agreed (although it is a bit odd a German hasnt been chosen, surely). But it could lose its way if it succumbs too enthusiastically to the liberalism of our epoch. Pantheons and portrait galleries are not at their heart liberal institutions.
